8.                  SAN PASQUAL VALLEY ROAD: WALTON ANNEXATION (CASE 2004-04-AN) Request Council authorize the Mayor and City Clerk to execute an amendment to the Resolution of Application for LAFCO to incorporate the most current Cortese/Knox/Hertzberg Local Government Annexation/Reorganization Act of 2000 into the resolution rather than the previous Cortese/Knox Act of 1985 for a proposed annexation of approximately 3.7 acres of land located at 701, 711 and 715 San Pasqual Valley Road (APNs 230-410-31, -44 and '45)

9.                  STORM WATER MANAGEMENT PROGRAM:  CONSULTING SERVICES AGREEMENT FOR ADMINISTRATIVE AND TECHNICAL SUPPORT TO COMPLY WITH THE REGIONAL MUNICIPAL STORM WATER PERMIT, ORDER NO. R9-2007-0001 Request Council authorize the Mayor and City Clerk to execute a Consulting Agreement with EDAW, Incorporated, for an amount not to exceed of $444,275, to provide technical and administrative  services for compliance with current Storm Water Permit Order No. R9-2007-0001

10.              AMENDMENT TO THE AFFORDABLE HOUSING AGREEMENT TO AUTHORIZE ADDITIONAL TIME TO APPLY FOR 9% TAX CREDIT FINANCING Request Council authorize the Mayor and City Clerk to execute an Amendment to the Affordable Housing Agreement, which will provide Escondido Senior Housing Partners, L.P. with an additional opportunity to apply for 9% Low Income Housing Tax Credits (LIHTC) for the redevelopment of the property formerly known as Mobile Haven Trailer Park, located at 215 East Washington Avenue
