7.                  NORDAHL BRIDGE REPLACEMENT OVER STATE ROUTE 78:  THIRD AMENDMENT TO CONSULTING AGREEMENT Request Council authorize the Mayor and City Clerk to execute a Third Amendment to the Consulting Agreement with Simon Wong Engineering, Inc., in the amount of $424,546 for engineering services for the Nordahl Bridge Replacement Project

10.              ESCONDIDO POLICE OFFICERS' ASSOCIATION NON-SWORN BARGAINING UNIT MEMORANDUM OF UNDERSTANDING (MOU) AND BUDGET ADJUSTMENT Request Council authorize the Mayor and City Clerk execute an amendment to the MOU with the Escondido City Police Officers' Association Non-Sworn Unit for a one year period, ending June 30, 2008; and a budget adjustment in the amount of $136,095 to cover contract costs for Fiscal Year 2008-09

11.              ANIMAL CONTROL SERVICES AGREEMENT WITH THE ESCONDIDO HUMANE SOCIETY, AND FEE SCHEDULE CHANGES; AND BUDGET ADJUSTMENT Request Council: (1) Authorize the Mayor and City Clerk to execute an Animal Control Services Agreement with the Escondido Humane Society through June 30, 2009; (2) Authorization to amend fees for dog licenses and animal control services; and (3) Authorize a Budget Adjustment in the amount of $187,969 for the contract overage

12.              GRANTING AN EASEMENT TO SAN DIEGO GAS AND ELECTRIC (SDG&E) TO PLACE AND MAINTAIN EQUIPMENT CABINETS ASSOCIATED WITH THE UNDER GROUNDING OF ELECTRIC LINES IN BEAR VALLEY PARKWAY Request Council authorize granting SDG&E an easement to place and maintain equipment used in the under grounding of electrical lines on portions of City-owned property on remainders of parcels from earlier acquisition for the Bear Valley/East Valley Parkway project identified as APN# 231-120-06 and -07

19.              APPEAL OF A PLANNING COMMISSION DECISION PERTAINING TO INSTALLATION OF FIELD LIGHTS AT CALVIN CHRISTIAN SCHOOL (CASE PHG 08-0018) Request Council (1) Deny the appeal of a Planning Commission decision approving a Conditional Use Permit for the installation of field lights up to 45 feet in height, a lighted scoreboard, and public addresses system adjacent to the football/soccer field at Calvin Christian School to allow night time athletic events. Calvin Christian School generally is located on the northeastern corner of North Broadway and Vista Avenue, addressed at 2000 North Broadway (APNs 224-120-54 and -55); and (2) Adopt the Negative Declaration prepared for the project
