7.                  FISCAL YEAR 2009 NEIGHBORHOOD STABILIZATION PROGRAM (NSP) GRANT APPLICATION (HOUSING AND ECONOMIC RECOVERY ACT OF 2008) Request Council authorize submittal of the Neighborhood Stabilization Program (NSP) Grant Application in the amount of $1,309,830; approve the designated program activities; authorize the City manager or his Designee to execute all documents necessary for receipt of the grant funds and implementation of the NSP Program; authorize the Director of Community Services or his designee to execute all reports and funds requests; and authorize acceptance of any additional NSP funding that may become available at a later date

8.                  FISCAL YEAR 2009/2010 OPERATING BUDGET AND GANN LIMIT A public hearing to discuss the Fiscal Year 2009/2010 Operating Budget for the City of Escondido and the Community Development Commission (CDC)  and adoption of the annual Gann Limit

 

Staff Recommendations:  1) Adopt the appropriations limit (Gann Limit) for FY 2009-2010; and (2) Adopt the FY 2009-2010 Operating Budget for the City of Escondido and the CDC (Finance Department:  Joy Canfield)

Staff Recommendation: (1) Consider the public comments received to date; (2) Provide direction regarding the use of focus groups or committees to assist in the plan preparation; (3) Direct staff to develop issue topics for Committee consideration; (4) Direct staff to proceed with the development of Draft General Plan Goals, Issue Papers and ongoing opportunities for public input (Community Dev//Planning:  Jon Brindle)

The City Council is scheduled to meet the first four Wednesdays
of the month at 4:00 and 7:00 p.m. (Verify schedule with City Clerk’s Office)
Members of the Council also sit as the Community Development Commission
and the Mobilehome Rent Review Board.

Monday-Thursday 7:30 a.m. to 5:30 p.m.
