6.                  LETTER OF SUPPORT FOR SB 575 (STEINBERG) Request Council consider sending a letter of support for SB 575 (Steinberg) which will eliminate an "interim" 2010 housing element cycle for local governments in the San Diego region. The bill will align the next Regional Housing Needs Assessment and housing elements for all 19 jurisdictions with our next Regional Transportation Plan update

9.                  2009 U.S. DEPARTMENT OF JUSTICE COMMUNITY ORIENTED POLICING SERVICES (COPS) HIRING RECOVERY PROGRAM GRANT AND BUDGET ADJUSTMENTS Request Council accept a FY 2009 U.S. Department of Justice Community Oriented Policing Services (COPS) Hiring Recovery Program Grant in the amount of $2,308,144; and Authorize the Chief of Police to submit grant documents on behalf of the City and approve Budget Adjustments needed for salary and overhead equipment and vehicle expenses

15.              VESTING SUBDIVISION MAP AND MODIFICATION TO MASTER AND PRECISE DEVELOPMENT PLAN FOR THE PARAMOUNT CONDOMINIUM DEVELOPMENT (SUB 09-0004) An eight-lot Vesting Tentative Subdivision Map for the Paramount development to increase the number of residential units from 92 to 116 in conjunction with a modification to the Master and Precise Development Plan for the reconstruction of a revised project design for the residential condominium development of 4.46 acres in the Centre City Urban District of the Downtown Specific Plan. The proposed residential density is 26 dwelling units per acre and unit sizes in the new buildings range from 993 SF to 1,423 SF with a total of 81 two bedroom units and 35 three-bedroom units

 

Staff Recommendations:  Approve the Vesting Tentative Map and modification to the Master and Precise Development Plan for the 116-unit Paramount condominium development (Community Dev./Planning:  Jon Brindle)

 

            RESOLUTION NO. 2009-119

16.              AMENDMENT TO ARTICLE 34 (COMMUNICATION ANTENNAS) OF THE ZONING CODE (AZ-08-0008) An Amendment to Article 34 of the Escondido Zoning Code (Communication Antennas) to update the processing requirements and design standards for wireless antenna facilities within the public right-of-way and on residential properties developed with residential uses; clarify processing requirements within Planned Developments and Specific Planning Area; and include additional requirements for the installation of necessary infrastructure to support the wireless facilities
