Mobilehome Rent Control Administration


The Mobilehome Rent Control Administration office monitors the Mobilehome Rent Control Ordinance (also known as "Proposition K") that was passed by the voters of Escondido in 1988. Under the ordinance, if a mobilehome park owner wants to increase the rent charged to an existing resident, the park owner must first obtain approval from the Mobilehome Park Rental Review Board through a public hearing process. The City Council sits as the Rent Review Board and meets as needed upon the request of a park owner for a rent increase.

Mobilehome Residency Law

In 1978, the state legislature enacted the California Mobilehome Residency Law (MRL), Cal. Civ. Code Section 798 et seq. The Department of Housing and Community Development (HCD) oversees issues relative to the Mobilehome Residency Law. The MRL contains a number of detailed provisions affecting the amount of fees the park owner may charge mobilehome owners, rules and regulations for mobilehome parks management, and limitations on the contents of rental agreements.
