Design Review Board


Purpose

The Design Review Board is responsible for reviewing plans for all commercial, industrial, multi-family residential projects, and other projects as follows:

  • Planned Development  projects, condominium permits, and all new construction (except single-family residential projects) which require discretionary approval by the Planning Commission

  • Proposed development standards and/or design guidelines for specific plans and overlay districts

  • Signs which require design review pursuant to the Sign Ordinance, Downtown Revitalization Area Specific Plan, and special area plans

  • Modifications and additions to industrial, commercial and multi-family residential developments

  • City-initiated projects that involve new public facilities or significant modifications to existing public facilities, such as libraries, police stations, fire stations, major park structures, etc.
Membership: Seven (7) members
Meeting Schedule: Second and Fourth Thursday of every month, 9:00 a.m.
Length of Term: Four (4) years
Responsible Department: Community Development Department, Planning Division
Qualifications/Conditions:

Residency: Must reside or have a business in the city of Escondido (may be waived for two members with verified professional experience).

Professional:  The DRB shall include licensed design professionals, with emphasis on architects and landscape architects, and non-licensed people from related professions.  At least one member should be knowledgeable in the area of historic preservation.

Compensation: $100 per meeting
Financial Disclosure: Must submit conflict of interest statements
Training: City staff provides an initial orientation and ethics training in accordance with state law.
