Qualifications For Filing as a Candidate

Candidates must be at least 18 years of age, and a resident and registered voter of the City of Escondido.


Offices To Be Filled

Two (2) City Council Members
One (1) City Treasurer


Terms of Office To Be Filled

City Council Members – The two (2) candidates receiving the highest number of votes for City Council Member will serve four-year terms, which will expire in November 2016.

City Treasurer– The one (1) candidate receiving the highest number of votes for Treasurer will serve a four-year term, which will expire in November 2016.


Candidate's Statement of Qualifications

Administrative Directive #32 of the City of Escondido states, "The City will provide space on its Web site for candidate statements of all candidates for City offices and also will allow links to candidates' personal web pages. These statements and links will be placed on the City's Web site at the close of the candidate filing period and will be removed following the election."

Sample Ballots

Between September 27 and October 16, 2012, the Registrar of Voters will mail a sample ballot pamphlet to each voter entitled to vote at this election. (E.C. 13303)


Voter Registration Deadline

Monday, October 22, is the last day to register to vote on November 6, 2012. (E.C. 2107)


Mail (Absentee) Ballot Schedule

October 8–30 Mail/Absentee ballots are available by mail or in person from the Registrar of Voters. (Requests received prior to October 8 will be held and processed beginning this date.)
October 31– November 6 During this period, absentee ballots are available at the Registrar of Voters Office when conditions prevent voting at the polling place. A written application signed by the voter under penalty of perjury is required.
November 6 Voted mail/absentee ballots must be received at the Registrar of Voters Office, or at any polling place in San Diego County, no later than 8:00 p.m. on Election Day.

Election Night Activities

The polls are officially closed at 8:00 p.m. Election activity then changes from what was primarily voter participation at the polls to vote tabulation at the Registrar of Voters Office. You may call the Registrar of Voters at (858) 565-5800, or you can obtain election results from the Register's Web site at www.sdvote.com.

Mail/Absentee voting results will be reported first, at approximately 8:30 p.m. The next update typically occurs around 9:30 p.m. and every 20–30 minutes thereafter.


Official Canvass of the Returns

The Registrar of Voters will conduct the official canvass of the returns. When completed (within 28 days following the election), a certified statement of the results will be submitted to the Secretary of State, the Board of Supervisors and the City of Escondido.


Installation Ceremonies

Newly elected or re-elected Council Members and Treasurer will be sworn in at a ceremony held in the Council Chambers on Wednesday, December 5, 2012, at 7:00 p.m.
